<p>Vehicle prices in Sri Lanka have been confusing this September. Importers say prices are falling, but the 50% import duty surcharge is still in place, and loan rules introduced in May mean you need a bigger down payment. So should you buy now, or wait for the new year? Here is what has changed and what it means for your budget.</p>
<h2>What Is Happening to Vehicle Prices Right Now?</h2>
<h3>Importers report falling prices on popular models</h3>
<p>On 18 September, the <em>Daily Mirror</em> reported that Indika Sampath Merenchige, Chairman of the Vehicle Importers Association of Lanka (VIAL), said prices of popular models, including the Toyota Yaris, Toyota Raize, Honda Vezel, Suzuki Wagon R and Daihatsu Mira, had dropped by between Rs. 400,000 and Rs. 1 million. He put this down to vehicles being imported in numbers beyond what the market needed, and he expected prices to fall further before rising again once the market settles.</p>
<p>That followed an increase earlier in the month. According to <em>The Sunday Morning</em> (6 September), the vice president of the Vehicle Importers Association of Sri Lanka said the Suzuki Wagon R had gone up by as much as Rs. 500,000, the Toyota Raize by as much as Rs. 1 million and the Honda Vezel by as much as Rs. 1.5 million after the surcharge was extended.</p>
<p>In short, prices rose and are now easing. For now that favours buyers, but it may not last.</p>
<h3>Registrations have dropped to a nine-month low</h3>
<p>The <em>Daily FT</em> (22 September) reported HNB Stockbrokers Research figures showing total vehicle registrations fell 13.8% month-on-month to 45,569 units in August 2026. That is the lowest since November 2025. Brand-new motor car registrations fell 38.1%. HSB Research put the slowdown down to tighter loan-to-value (LTV) limits and the extended import surcharge. It expects demand to stay moderate for the rest of the year, with mid- to high-end segments hit hardest and lower-priced segments holding up better.</p>
<p>Fewer buyers means more choice and more room to negotiate.</p>
<h2>The Two Rules Driving the Market</h2>
<h3>1. The 50% import duty surcharge, extended to 31 December 2026</h3>
<p><em>News 1st</em> reported on 14 August that the Government extended the 50% surcharge on Customs Import Duty for imported vehicles until 31 December 2026. <em>The Sunday Morning</em> reports that a senior Government source said the surcharge may not be extended if the rupee keeps appreciating, with a formal review scheduled for December. Importers are less sure: the same report quotes VIASL doubting it will be allowed to lapse.</p>
<p><strong>What it means for you:</strong> nobody can promise lower prices in January. Waiting for the surcharge to end is a bet, not a plan.</p>
<h3>2. Lower loan-to-value limits since 25 May 2026</h3>
<p>The Central Bank of Sri Lanka&#8217;s <a href="https://www.cbsl.gov.lk/sites/default/files/cbslweb_documents/laws/CBSL_Act_Directions_No_1_of_2026_e.pdf" target="_blank" rel="noopener">Directions No. 01 of 2026</a> limit how much banks, finance companies and leasing companies can lend against a vehicle. The limits apply to leases, hire purchase and vehicle loans:</p>
<ul>
<li><strong>Unregistered cars, SUVs and vans, or cars registered in Sri Lanka for less than one year:</strong> maximum 40% financing, so you need <strong>at least 60%</strong> as a down payment.</li>
<li><strong>Vehicles registered and used in Sri Lanka for more than one year:</strong> maximum 60% financing, so you need <strong>at least 40%</strong> down.</li>
</ul>
<p>Lenders work from the vehicle&#8217;s <strong>market value</strong>: the authorised agent&#8217;s value for brand-new cars, the Customs valuation or dealer invoice for unregistered used imports, and a professional valuation for registered vehicles.</p>

<h2>What This Means for Your Down Payment</h2>
<p>Here is a simple <strong>illustrative</strong> example for a vehicle valued at LKR 10,000,000. This is not a quote for any particular car:</p>

<p>Two things follow from this:</p>

<li><strong>A lower price also shrinks your down payment.</strong> A Rs. 1 million drop on an unregistered car means Rs. 600,000 less upfront.</li>
<li><strong>A car registered for over a year needs less cash upfront</strong> at the same price.</li>

<h2>Buy Now or Wait? A Simple Checklist</h2>
<p><strong>Buying now makes sense if:</strong></p>

<li>You have saved the down payment (60% for unregistered, 40% for registered over a year).</li>
<li>You have found a car you like at a price that fits your budget. With prices soft, this is a good time to negotiate.</li>

<p><strong>Waiting may make sense if:</strong></p>
<ul>
<li>You are still saving towards the required down payment.</li>
<li>You are prepared to gamble on the December surcharge review, which even Government sources call &#8220;situational&#8221;.</li>
</ul>
